Consultation on health reform has begun in Gignac

Les différents acteurs ont présenté les enjeux de la concertation. – Nathalie Pioch

As part of the National Council for Health Reconstruction, the Regional Health Agency is organizing several consultations in the department. The first was held yesterday in Gignac.

The Cœur d'Hérault region is not doing so badly in terms of access to healthcare. This is what emerged from yesterday's discussions at the headquarters of the community of communes. Even if there are still improvements to be made. François-Xavier Lauch, Prefect of Hérault, Mathieu Pardell, Departmental Director of the ARS, Jean-Marc Laruelle, President of the Territorial Health Council (CTS) and Jean-François Soto, President of the CCVH, presented the issues.

The Occitanie Regional Health Agency (ARS) has opted for a unique approach in France: it wants to roll out its regional project through 13 territorial plans that rely on the various stakeholders in the health system in each department. But also on users, the first concerned, in a desire to co-construct health policies.

A response adapted to the territory

Each territory has its own specificity, and the Heart of Hérault, a rural area, has a high demographic growth (+2% per year), with both an ageing population and the installation of families with young children. Jean-François Soto, president of the CCVH, presented the multidisciplinary health centre based in Gignac, emphasizing “the strong political will and commitment of all elected officials” at the origin of its creation. It came to fill a need between the Lodève hospital and that of Clermont-l'Hérault. There is also the Multi-professional Health Center (MSP) recently installed in Aniane.

The local health contract (CLS) is the tool, developed on a shared diagnosis, which makes it possible to reduce territorial and social inequalities in health. It is the implementation of a local strategy and an action program. For the renewal of the next 2024-2029 contract, there are two new signatories: the Primary Health Insurance Fund of Hérault and the Montpellier University Hospital. Its actions are multiple in the prevention and promotion of health, the links with all professionals and communities, awareness raising on exposure to pesticides or endocrine disruptors, education on sexual health or support for parenthood…

Improvements to come

Despite everything, some difficulties persist, reported by Béatrice Négrier, mayor of Plaissan, who has the project of creating a health center with the neighboring village of Saint-Pargoire. "But with the different operators, all these acronyms and devices, when you are elected, you are in a terrible fog"she confesses. She is advised to approach the sub-prefect, who was present, the CLS and the doctors to help her find the best solution.

Several projects are underway, including the expansion of the Gignac health center with the installation of new specialists. The director of the ARS and the prefect have announced the installation of scanners and MRIs to get closer to users. “We must decentralize the provision of care from the metropolises to bring it to the territories” they said.

The next meetings in Coeur d’Hérault are scheduled for Thursday, January 16, 2025 from 2 p.m. to 5 p.m. in the multipurpose room, 85 avenue du pont in Canet, and Thursday, January 30 from 2 p.m. to 5 p.m. in the Council room, 1 place Francis-Morrand in Lodève.

The various healthcare stakeholders

Several systems and organizations participate in structuring the healthcare offering in the Pays Coeur d'Hérault. Among them, the territorial professional health community, CPTS, covers the 77 municipalities (plus 16 in Piscénois). It is an association of doctors, nurses, pharmacists, physiotherapists, speech therapists, and midwives who work together to improve access to care for all.

There are seven nursing homes (324 places) managed by the Territorial Resource Center for the Elderly and Their Caregivers (CRT), home nursing services (SSIAD), and 93 places to accommodate adults and children with disabilities.

Mental health is also taken into account, particularly with the Saint-Antoine clinic in Montarnaud, which specializes in psychiatry.
