“De-emcardize”, “unlock”, “de-bureaucratize” France: Gabriel Attal’s announcements in his general policy speech

The Prime Minister delivered his roadmap to the Assembly on Tuesday without convincing the farmers.

Work, education, authority were among the key themes of Gabriel Attal's general policy speech, inevitably impregnated by the agricultural crisis.

The Prime Minister promised on Tuesday to"de-bureaucratize" , "unlock", "debureaucratize" France in a lively intervention and at a brisk pace, full of announcements supposed to improve everyday life.

Macron speaks

For an hour and twenty minutes in the Assembly, where he ignored the hubbub of LFI deputies, the head of government rattled off the measures, including to the farmers, to whom Emmanuel Macron had also just spoken from Sweden, scolding the head of government a few minutes before his speech in the Assembly.

Gabriel Attal, who will then address the Senate this Wednesday, did not submit his speech to a vote, leading left-wing groups to table a motion of censure against his government.

"France will never be a nation that suffers"

"We are ready to face to move forward", he insisted. "France will never be a nation that suffers. Neither yesterday, nor today, nor tomorrow." 

After an assessment of Emmanuel Macron's six and a half years in power, he addressed those "who do not ask for the Moon but simply to be able to live from their work, educate their children, take care of themselves, and live in security.

Gabriel Attal expressed his desire to "de-emcardise" the country during the next draft law finances by lowering the charges "which weigh on the middle class" and confirmed the commitment to a tax cut of two billion euros.

Authority and "merit"

A bill tabled in the second half of 2024 will focus on "the merit" of civil servants and their remuneration. Gabriel Attal also advocated the experimentation of "the four-day week" in central and decentralized administrations. He also launched the idea that maintenance staff work office hours.

In the midst of a housing crisis, he advocated the requisition of empty buildings and proposed creating 30,000 new housing units within three years in 20 designated territories.

The head of government, who was Minister of National Education for six months, announced for March a reform of initial teacher training as well as a bonus of 800 & euro; and an increase of 200 € net per month for school nurses.

Six months after the riots which stunned the country, he proposed "work of educational interest" for offenders under 16 years of age. "You break you repair, you dirty you clean, you challenge authority you learn to respect it", he said.

The "rabbit” tax

In terms of health, the fight against medical deserts will involve the regularization of foreign doctors present in France and the recruitment of caregivers across borders.

While farmers threaten to block Paris, Gabriel Attal made new announcements, in particular the payment of CAP aid to the accounts of farmers by March 15 and "an emergency fund for wine growers" in Occitania, without managing to appease their anger.
