Le dispositif Bail Rénov se met en place pour accompagner les propriétaires bailleurs privés et les locataires dans la rénovation énergétique des logements.

In Lozère, 25% of main residences are energy sieves. That is to say, they fall into energy classes F or G (the DPE, for energy performance diagnosis, goes from A to G). This figure rises to 40% in the private sector. And this represents no less than 3,300 homes. For people who live in these homes, energy sieves mean reduced comfort and high energy bills.

Rental ban

These figures require us to act quickly“, asks Régine Bourgade, president of Adil, the Departmental Association for Housing Information. It is all the more urgent that from January 1, 2025, with the application of the Climate and Resilience Act, all housing must have a DPE label between A and F. In 2028, the label must be from A to E. Then in 2034, from A to D.

“Continue to rent”

There are 10.9% of vacant housing units in Lozère. “It is not a question of increasing the vacancy rate, but of continuing to rent,” says Jean-François Savy, president of Soliha, for Solidaires pour l'habitat. The challenge is therefore to explain the legislation to landlords and to convince them to carry out the necessary work to improve the DPE label of the housing they rent out. “We need to explain the law in a simple way, the constraints it creates and the advantages it offers.””, he insists. As an enhancement of the property for the owner, an improvement in comfort for the tenant, and a reduction in energy bills.

With this in mind, Adil and Soliha signed, this Wednesday, September 25, 2024, in Mende, a partnership agreement for the deployment in Lozère of the national Bail Rénov program. This system, which brings together seven housing stakeholders, is made available to landlords and their tenants to provide them with information, free and up-to-date advice on the renovation and performance of their homes, on their rights and obligations.

Simplify

To convince owners to carry out work, the process must be as simple as possible. Also, Bail Rénov is "a complete package, where the owner must find complete information in the same place, with the same person", insists Jean-François Savy : "We need to reassure people."

Finding your way around the aid available for renovating homes is not always easy. "Sometimes, there can be three overlapping systems, explains Manuel Fau, operations manager for Soliha. The owner then needs to be guided. When they find out and see all the different types of assistance, they are a bit lost."

Rental housing owners will be invited to participate in an information workshop. There will already be three by the end of the year; others will follow. Then, home visits and a telephone platform will provide support. The system aims to involve the owner and the tenant. To convince them that everyone has something to gain.
