The universal time savings account (Cetu), which was the subject of an agreement on Tuesday between several unions and an employers' organization, "aims to give each employee more freedom in the management of their life time".

While the government announced this Monday that it would set new rules for unemployment insurance, the unions and employers' organizations reached an agreement on Tuesday 23rd. April on the creation of a universal time savings account (Cetu). It would be used in particular by workers at the end of their career.

Here is what the provisions of the agreement provide, which do not apply immediately but could be taken up in full or modified by the government in the draft labor law II, expected later. ;autumn.

How it works?

Depending on the project, the employee can save their unused leave days beyond four weeks per year, that is to say at least one week. To this may be added additional leave provided for by branch or company agreement. RTT days, overtime and bonuses can also be used to fund Cetu.

The employer pays to the Caisse des Dépôts et Consignations the sum corresponding to the leave, RTT or bonuses stored by the employee. Over time, this sum of money is reevaluated each year based on the basic hourly wage of workers and employees (SHBOE).

Cetu does not call into question the existing CETs in companies and professional branches, which currently concern between 10% and 20% of employees in the private sector and around half of public officials. They mainly benefit employees of large companies and the best paid.

What are the conditions?

– Without condition of seniority to help a loved one, parent or child, in a fragile situation or to extend leave linked to the arrival of a child.< /p>

– After one year of seniority, the employee can use their Cetu for an associative or civic commitment or to acquire a qualification as part of a retraining project professional on his initiative.

– From three years of seniority, the employee can use their Cetu for any personal reason.

In addition to taking leave, the employee can use their Cetu to reduce their working time at the end of their career up to half-time.

The employee who wants to mobilize their Cetu must notify their employer at least one month in advance for an absence of less than five weeks, three months in advance for an absence of between 5 weeks and six months, and six months in advance beyond that.
