North Korea announces that it will strengthen its “nuclear deterrence”

La Corée du Nord annonce qu’elle va renforcer sa «dissuasion nucléaire»

North Korea has discussed new measures aimed at strengthening its “nuclear deterrence” during a meeting chaired by its leader Kim Jong One, announced on Sunday the official news agency KCNA.

This meeting was the first public appearance of Mr. Kim’s reported by the media in north korea for nearly three weeks.

It comes as according to information from the Washington Post, the u.s. administration has talked recently of the possibility of conducting a nuclear test, which would be the first conducted by the United States since 1992.

At a meeting of the central military Commission of north korea under the chairmanship of Mr. Kim “were presented new measures to strengthen the nuclear deterrent military of the country”, reported KCNA.

“Critical measures”

The agency refers to “critical measures” but does not give details on the nature of the decisions taken regarding the nuclear deterrence.

KCNA indicated that discussions have also focused on ‘the state of alert of the armed forces strategic”, in the framework of the growth and development of the armed forces of the country”.

In particular, decisions have been taken to “an increase and a considerable development of fire power of the artillery of the Korean people’s Army”, according to the agency official.

The participants of the meeting have also discussed “a series of defects in the activities of the military and policy” to North Korea and discussed ways to ensure “a major improvement” in these areas, ” added KCNA.

The dispatch agency of north korea does not specify on what date the meeting was held. But it indicates in a second dispatch that Kim Jong has issued an order to the armed forces on 23 may.

It is, in any case, the first public appearance of Mr. Kim’s reported by official media for more than 20 days. The north Korean leader had returned in early may after an absence from public for three weeks, which provoked a torrent of rumors and speculations about his state of health.

The rumors had started after the absence was noticed of Mr. Kim during major celebrations on April 15. This day is the most important of the political calendar in north korea, as the country commemorates the birth of the founder of the regime, Kim Il Sung, the grandfather of the current ruler.

Mr. Kim had reappeared in public in apparently good health on the images published by the media in north korea on may 2.

On Sunday, the daily official Rodong Sinmun published photos of the meeting of the central military Commission.

Presentation by Kim

On one of these shots, we see Mr. Kim to designate what appears to be a television screen during a presentation to a room full of officers in uniform.

The announcement by Pyongyang of measures concerning military nuclear comes at a time when according to the Washington Post, the administration of president Donald Trump has raised the possibility of conducting a nuclear test, the united states, which would be the first since 1992, to address a warning to Russia and China.

According to the u.s. daily, which cited Friday, a government official and two former officials, all under the guise of anonymity, this contingency has been discussed at a meeting on the 15th of may.

Impasse

For Daryl Kimball, executive director of the Arms Control Association, a non-partisan organization based in the United States, such a decision “would stop” probably the negotiations between Washington and Pyongyang on the nuclear arsenal of north korea.

These negotiations are in a stalemate, despite three summits between MESSRS. Trump and Kim.

In the case where a nuclear test, us would take place, Mr. Kim “could no longer feel obligated to abide by its moratorium on nuclear testing,” said Mr. Kimball.

North Korea has carried out six nuclear tests between 2006 and 2017, but has not made any since. It is the target of a series of sanctions by the security Council of the UN concerning its nuclear activities and ballistic programs.
