La secrétaire d’État à la Ville et à la Citoyenneté a conclu sa journée nîmoise ce jeudi 25 avril par une séquence autour du projet d’envergure qu’est le Conseil national de la Refondation.

Speaking in the prefecture halls in front of an assembly of elected officials and representatives of associations or social actors, Sabrina Agresti-Roubache recalled the main objectives carried by the National Council for the Refoundation (CNR) of the prevention of delinquency, officially launched this Thursday, April 25: working in consultation with the territories in order to bring forward ideas and emerge concrete solutions and projects. Already, the four round tables organized in the afternoon have opened a dialogue described as constructive. And for the four speakers responsible for restitution, several points in common, including the multiplicity of devices already active, but the lack of awareness by the general public, or even local elected officials, of their existence or functioning.

Discussion group, platform, prevention

An observation that the State representative could only share: "Many things exist, are financed, but these systems are little known or little used. We sometimes have unusual credits, this has to stop."And Sabrina Agresti-Rubache hopes that these CNRs will lead, very quickly, to a simplification of the millefeuille that sometimes be the administration; fungibility of credits or even the establishment of a platform which opens up to a better knowledge of these famous devices which are sometimes so invisible.

Among the ideas submitted, one particularly caught his attention: the establishment of a discussion group bringing together child victims of bullying, their parents, but also child bullies and their families: "I believe that if we only treat the bullied child but take no interest in the child stalker and his family, we will be missing out on the story,estimated the Secretary of State. Or the advanced strategies to fight against addictions by intervening from a very young age: "Prevention, and it's better to say it, it saves lives and misfortunes but also public money", made Sabrina Agresti-Roubache aware.

What will the National Refoundation Councils actually be used for ?

According to the willé of the government, "these National Councils of the Refoundation will be organized in 31 prefectures, including Nîmes, in order to bring up the good ideas from the field", recalls Sabrina Agresti-Roubache. Four issues deemed "crucial&quot ;will be developed there. À namely, the response to the causes and after-effects of the riots; increased territorialization; new forms of violence and the consumption of drugs and drug abuse risk. All of the work restitutions from the 31 CNRs will be presented. during the "Beauvau delinquency prevention event", on May 23. Following this, from here to summer 2024, the new National Strategy for the Prevention of Delinquency (SNPD) 2024-2027 will thus be implemented, resulting from territorial work and interministerial. The choice of Nîmes, just like Alençon, Lorient, Nevers or even Cavaillon to install these CNR comes from an implacable observation: "Delinquency, daily violence, drug trafficking and its security and health issues no longer only affect large complexes."
