The president of the Social Union for Housing Emmanuelle Cosse hopes that the HLM Congress that opens this Tuesday, September 24 in Montpellier will be an opportunity to obtain satisfaction from Valérie Létard, the new housing minister in the Barnier government.

We are waiting for a 2025 budget that supports investment by social landlords in construction and renovation. The credits obtained to reduce energy sieves are frozen, we are asking for their availability. We are one of the leading project owners in France. Then we must stop watching this housing crisis get worse without doing anything. This calls for a rebound in the policies implemented over the past seven years.
You also denounce the drop in your funding since the beginning of the Macron era.
The 1.3 billion cut from our turnover, “the solidarity rent reduction” prevents us from investing. I hope that the Barnier government will be keen to place housing at the heart of a more global policy. As Michaël Delafosse says, purchasing power is the French people's number one concern. The number one expense is rent or mortgage. Everything is blocked. We are carrying the idea of a rebound with the Alliance for Housing which will be here on Thursday.
