This Wednesday, September 26, a report from the Court of Auditors revealed for the first time the amount of social fraud.
A report by experts on social fraud, requested by Elisabeth Borne when she was Prime Minister, published this Wednesday, September 25, emphasizes the progress to be made in terms of prevention, while controls and repression are already the subject of efforts deemed significant.
Before the implementation of 100% Health – establishing full coverage of hearing aids, optical and dental – hearing aid professionals had warned of the significant risk of fraud, which did indeed occur, recalled Dominique Libault, president of the HCFiPS, when presenting the report to the press.
13 billion euros per year
But the HCFiPS cannot quantify the impact that its recommendations could have on the Social Security deficit, while it is inexorably rising again. The report points out that social security fraud is estimated at 13 billion euros per year, a figure which represents a “theoretical potential”.
The frauds detected and stopped represent, however,
only 2.1 billion euros, including 0.5 billion in frauds avoided – stopped before the benefit was paid. As for the amounts actually recovered, they amount to 600 million euros, “despite a very strong investment by the social security organizations”, the report emphasizes.
The prevention of social security fraud (Urssaf contributions, health benefits, family allowances, etc.) “is most certainly the weak point of the current policy”, concludes this report published by the High Council for the Financing of Social Protection, which brings together experts from the social partners and the State.
