The aim is to simplify all procedures and arrangements relating to housing. A project that he intends to carry out with Guillaume Kasbarian, the new Deputy Minister of Housing.
A change in energy performance diagnostic labels
Christophe Béchu announces that he will revise the DPE, the famous energy performance diagnosis. After questioning the reliability of the energy diagnosis for small areas, the minister announced that he would issue an order and correct the errors due to the calculation method.
Result the owners of the numerous accommodations initially classified as F or G will be able to see their label re-evaluated. These are accommodations with a surface area of less than 40 m2.
Thermal strainer
According to the minister, this reassessment concerns many of the smallest dwellings in France which will no longer be designated as thermal sieves: 140,000 dwellings of less than 40 m2 classified in F or G will exit this thermal sieve status, i.e. 15% of housing of this type out of a total of 911,430 considered as thermal sieve.
Simulator
To avoid people affected by this change having to pay again for the travel of a diagnostician, the minister announces that a simulator will be available within the week on the Ademe site, the site of the Ecological Transition Agency.
Owners whose accommodation has been classified F or G will thus be able to check whether their home is one of its 140,000 housing units and if this is the case, they will have a certificate which will replace the previous one. diagnosis.
Simplify renovation via the MaPrimeRénov'
system
Given the complexity of using the MaPrimeRénov' system, Christophe Béchu intends to simplify the procedures.
He announces that he will meet construction professionals with the new Minister for Housing Guillaume Kasbarian and find a solution with them. A list of new measures will be announced after these meetings.
Free RGE label for all craftsmen
Without committing too much, the minister reveals one of the possible measures: the free RGE label, recognized guarantor of the environment, to all artisans to facilitate renovation projects.
A calendar without modification
In his remarks, the minister explains that the timetable prohibiting thermal strainers for rental will remain unchanged: January 1, 2025 for class G housing and January 1, 202_ for class F housing.
Some exceptions…
The ban will only come into force at the time of renewal of the lease, tacitly with the agreement of the tenant, or upon entry into the premises of a new tenant.
The minister specifies that no one will find themselves on the street on January 1, 2025 because of a DPE.
Same for co-ownership colanders, there will be suspensive clauses. If a co-ownership votes in assembly for energy renovation work, the rental ban will be suspended for two years, just to allow time to carry out the work.
