Zelensky acknowledges incursion into Russian territory

The Ukrainian president acknowledged for the first time that his forces were fighting in the region after a surprise offensive. Russia has declared a state of emergency in three regions bordering Ukraine. Belarus, an ally of Moscow, has sent reinforcements to its border with Ukraine. Acting Governor of Kursk Alexei Smirnov has asked local authorities to speed up the evacuation of civilians.
