Putin's warning
Vladimir Putin proposed on Wednesday that Russia now reserves the right to use nuclear weapons in the event of a conventional attack against its territory or Belarus.
Any attack by a non-nuclear state supported by another nuclear-armed state should be considered a joint attack, he added in a thinly veiled warning to Ukraine's Western allies. The Russian President opened a meeting of the Security Council of the Russian Federation by announcing several proposals aimed at changing his country's nuclear doctrine.
“It is proposed that any aggression against Russia by a non-nuclear state, but with the participation or support of a nuclear state, be considered a joint attack on the Russian Federation”, Vladimir Putin said. “The conditions […] for the use of nuclear weapons by Russia are also clearly set out",he added. Moscow would consider such a recourse if it detected the imminence of a massive wave of missile or drone attacks.
The Ukrainian army launched a ground offensive in the Russian region of Kursk at the beginning of August and kyiv has been demanding for weeks from its Western allies, led by the United States, authorization to strike deep into Russian territory using missiles supplied by the latter.
