COPAQO celebrates its 1st year

The Artistic Orientation and Steering Committee for the Quality of Works, known as COPAQO, was set up by Altémed at the request of Montpellier Méditerranée Métropole on March 18, 2023.

The COPAQO, launched as part of the "shock of supply", embodies the desire of the Metropolis to support the creation of works of art in all districts of the city.

This committee, chaired by Numa Hambursin, is made up of a mixed team of 18 people aiming to guarantee the quality of the works and to offer a diverse and coherent artistic offering. All in order to create national or even international artistic influence. The 18 members of COPAQO meet once a month to analyze the proposals made by promoters and donors.

As part of the supply shock, a clause was in fact added to the promoters' specifications. It specifies and regulates the methods for installing works of art within each new building by developers.

The plurality of artists and works, and the diversity of budgets allocated to works of art vary from one project to another. The objective is to launch around a hundred works projects throughout the metropolitan territory.

This approach aims to provide simplified access to art for everyone, everywhere in the city. In order to guarantee the sustainability of the works of art, a SERM by Altémed endowment fund will be created with the aim of ensuring their maintenance throughout the territory.

COPAQO has validated more than 27 artists in 1 year

The 18 members of Copaqo meet every month to analyze the proposals made by the promoters. The budget allocated to each work must take into consideration the specific urban environment of the lot. It is a minimum of 1% of the value of the land charge excluding tax with a floor set at 10,000 euros excluding tax.

The role of the committee is not limited to a validation role, it must also guide the choices of works and artists. The objective: to integrate the work and the artistic work in a relevant and lasting manner into the overall project in conjunction with the architect.

Each project promoter must today integrate into its project a work validated by COPAQO. This same committee then validates the choice of the artist and the budget, once the lot has been awarded and at the latest at the start of the APS phase. COPAQO is able to refuse the installation of the work if it is deemed inadmissible.

As part of the supply shock, this is an envelope that could reach 2 million euros injected into artistic creation. In just 1 year, COPAQO has validated 27 artists and 7 works.

The selected artists:

A COPAQO app to list local works

The Métropole de Montpellier and Altémed wish to make available to as many people as possible – residents, employees, users, tourists – a free mobile application listing the main works of art and the most beautiful buildings in the region, combining content that is educational, fun and practical.

COPAQO and Altémed defend the idea of promoting artists from all backgrounds. The plurality of artists and works ensures artistic eclecticism. This approach aims to raise public awareness and provide simpler and freer access to art for all.

This mobile application will be aimed at the general public, focused on culture and heritage. Its ambition is to introduce people to art in all its forms. Census sheets, adapted, fluid and customizable visit routes are the heart of the mobile application.

Content: users will find COPAQO works of art, contemporary works of art already existing in the metropolis including street art, works created by real estate developers and resulting from public procurement, the iconic buildings of the metropolis (folies, new town hall, white tree, departmental archives…).

Photos of each work with a description of the work and a presentation of the artist will also be available.

Intervention of 2 schools

Two collective sprints were organized at Lab By Altémed, with students from the MOMA and ESMA schools. During these two creative sprints, the students worked as a team to present graphic and conceptual universes.

Commissioning planning: launch of consultation « developer » in March 2024, appointment of the developer in April and commissioning of the app between July and September 2024.
