The Constitutional Council ruled in favor of the argument of deputies who explained that "these provisions" n’had " not their place in finance law.

"Budget riders"

The Constitutional Council judges that these are "budgetary riders", insisting on the fact that article 197 &quot ;does not concern resources, expenses, cash flow, loans, debt, State guarantees, or public accounting.
