The "Resilient Neighborhood" initiated in September 2022 by the Minister in charge of Cities and Housing aims to make neighborhoods resilient in the face of change and crises. Among the 50 most vulnerable neighborhoods in France, the Pissevin-Valdegour district of Nîmes was selected by the National Agency for Urban Renovation (ANRU) to benefit from this reinforced support approach.

The "Resilient Neighborhood" approach aims to reduce gaps in economic and social development, to contribute to the energy and ecological transition through more sober buildings, to enable the renaturation of neighborhoods and promote mobility alternatives and to strengthen social cohesion through measures to promote health and public facilities and developments promoting inclusion.

This system thus supports the operations programmed in the urban renewal program, the agreement of which was signed in December 2021 and amplified at the end of 2023. It will allow nearly 500  nbsp;M€ investment, aided to the tune of 130 million euros; grants and 23 M€ loans by ANRU.

Support and engineering missions

The "Resilient Neighborhood" in Nîmes Pissevin approach results in support missions: the development of renewable energies via the exploitation of the roofs of buildings in the neighborhood, to the reinforcement of the greening of public spaces in the great centrality and the creation of islands of freshness, to the recycling and valorization of deconstruction materials, to the extension of the heating network for the benefit of new constructions (housing) with technical and financial support from Ademe and Dalkia.

Financial support from the State

In addition to these support and engineering missions, the approach mobilizes financial support from ANRU for two structuring operations, for an additional aid amount of 2 .2 M€ : the creation of a Health Center and its extension on the polarities of Porte des Arts and Kennedy Sud to strengthen the care offer and accommodate an alternative to hospital emergencies through the creation of an unscheduled technical care platform 24 hours a day, the development of a Social and Solidarity Economy center on the Espéro line (approximately 2 hours a day). 100 m²) to develop and transform commercial premises located at the foot of the Wagner gallery co-ownership buildings and accommodate local, non-commercial services and facilities of the third-party type, and sustainably place this new site in the heart of the neighborhood as a cluster of the territory’s social and solidarity economy.
