The City of Millau launches a participatory budget for projects “proposed by residents, submitted to the votes of Millavois”

The decision to implement a participatory budget this year was validated at the municipal council of the City of Millau on April 10.

The door is now wide open to Millavois, project leaders to be carried out within the perimeter of the commune. "A little flashback, in 1988, my parents had just met, introduced Valentin Artal, elected to Democracy and Citizenship, bearer of the deliberation. The first participatory budget was put in place and it arrived in France, in 2008 and in 2014, the municipalities resulting from civil society movements took up the idea which allows us today& rsquo;now to have some perspective."

The City of Millau validated this Wednesday, April 10, during the municipal council, the establishment of a participatory budget of 150,000 euros; to carry out projects carried out by Millavois for Millavois. "It’is a device which allows the emergence of projects proposed by residents, submitted to the votes of Millavois and Millavoises for part of the investment expenditure of the City aimed at carrying out projects of general interest, presents the elected official. The projects must be carried out the perimeter of the municipality of Millau and concern the public domain or municipal facilities."

100 000 € for the city center of Millau

L’envelope will be distributed as follows: 100 000€ for the perimeter of the city center and 50,000 euros; for the rest of the territory. "The maximum cost per project must not exceed 30 000 € TTC, in order to support and enable the emergence of as many projects as possible, resumes the presentation.

The submission of applications is open until May and they must meet a certain number of criteria to be eligible:

Be located in Millau Be of general interest or have a collective aim Be in the areas of competence of the City or the community of municipalities Respect the notion of sustainable development Be achievable within the year following the result of the vote (i.e. in 2025, according to the calendar given by the City)

Millavois citizens over 16 years old can participate

Any citizen who resides in Millau, over the age of 16, will be able to present their plan to the City. Elected officials, former elected officials, members of the municipal youth council, associations, educational establishments, private and public organizations and companies will not be able to participate.

Once the files have been submitted, a monitoring committee will meet to study the requests. It will be made up of five elected officials, ten citizens of Millau chosen at random and two people from City services to provide their technical expertise. "The Monitoring Committee with the& rsquo;help from municipal services studies the admissibility of projects in compliance with the defined criteria, indicates the presentation of the budget. Technical, financial and legal feasibility submitted projects are studied."

After the summer and depending on the various adjustments made between the different parties, the list will be finalized and announced to residents. A communication campaign will follow and voting will be open for two weeks, in October (from October 15 to 30). The results will be announced at the beginning of November, according to the schedule provided by the City.
