Philippe Castanet responded favorably, Monday February 19, 2024, to the invitation of the agricultural unions FDSEA 48 and JA 48, by going to Gaec Privat, on the heights of Mende. The opportunity to provide feedback regarding the local demands of farmers.  

After the angry movements of farmers, which began last month, Philippe Castanet, prefect of Lozère,   responded to the invitation of the Departmental Federation of Farmers' Unions (FDSEA 48) and the Young Farmers of Lozère (JA 48), by going to on the Gaec Privat in Mende, to report on the first feedback following the demands made.

It was in the middle of the Limousin cow barn that the State representative detailed them, amid the mooing of the ruminants. Sensitive grasslands

The prefect recalled: "I had written three times to the Minister of Agriculture in 2023 to alert him , that it was necessary to review the system, which was too impactful for farmers. I spoke about it again with Marc Fesneau (Minister of Agriculture and Food Sovereignty) ten days ago. We are two departments to raise the claim, Lozère (89,000 hectares) with Cantal (20,000 hectares). Philippe Castanet put forward hypotheses such as exchanging plots, a minimum right to plowing, or even being able to rework plots which have been infested with rats moles. Wolf predation

We must stop the subtle municipal divisions based on the number of attacks." Recalling that its duty is to be alongside breeders who want to protect themselves "and that they have the aid". 

The installation of new farms

Supported loans have been developed. "It's unfortunately a national subject but we need quality facilities and not people who establish themselves without being able to invest properly",< /em> noted the prefect. Locally, there was a demand for the abandonment of sustainable agriculture contracts “which add constraints to young farmers. We discuss it very clearly, the unions clarified.

The French Biodiversity Office (OFB)

"I'I'd like us to dig deeper into this question. Some are upset by the way the agents control. It is announced that I will be the future boss of the institution in Lozère (…). We will coordinate the checks. You need to tell us about your experiences." Insisting on the desire to establish a control schedule. 

EGAlim controls

The prefect remained doubtful about the lack of dynamism of EGAlim 2 controls (regulation and transparency systems for better remuneration of French farmers):"I think I understood. The administrations were afraid of opening a Pandora's box. But the checks have started, and it's really thanks to you. We are going to check a first buyer of live animals." Insisting on his impression that the large stores in Lozère seemed more & quot;correct" on purchasing transparency. 

Wetlands

The prefect suspended the mapping which was to be released, "a farmer could find himself with a massive ban on working his land". Insisting on the fact that State services wish to work on truly fragile wetlands , in each municipality

Calls for tenders for public canteens

The prefect supports the idea that municipal canteens can purchase from neighboring producers beyond 40,000 €, on simple quotes, without market procedures. "I believe that we need to raise the threshold to 100,000 €, as in the building industry."< /p> I subscribe to read more
