Thibaut Guilluy: “We must ensure that no one is left on the side of the road”

Our objective is part of the collective ambition of full employment supported by the President of the Republic. We want to better support each company and each job seeker in their specificity, each of them has very different aspirations, needs and challenges. We must take this into account, I am very attached to it. But France Travail will not get there alone, we will do it with all the other players in employment, training and integration: local missions, Cap emploi, local authorities…hellip ;

You work to measure, that’s it ?

Absolutely. We must ensure that no one is left on the side of the road. The bill established the registration of all with France Travail. RSA beneficiaries are, for example, only 4 out of 10 to be registered and supported towards employment by France Travail. This is also true of young people and people with disabilities who can sometimes be excluded from the possibility of finding a job. Our priority is to reach everyone and ensure that on January 1, 2025, widespread registration with France Travail is implemented.

Your mission does not stop there, what about career guidance ?

This is obviously one of our priorities. It is fundamental to know people better in terms of their orientation intentions. Take the time to get to know everyone, to define training needs, identify difficulties with mobility, housing, childcare…hellip; I made 150 trips as part of the implementation of France Travail, all job seekers had one request, that of not being sent from one counter to another but we provide them with the right bouquet of solutions at the right time and with the right person.

This is not only true for job seekers…

You are right, it is the same mirror effect for employers, I am thinking of VSEs and SMEs. First of all, they are the ones who recruit the most in our country, 7 out of 10 recruitment projects come from small companies which do not always have a human resources department to decipher the complexity of our systems. Many players work to support employers and that’s an opportunity. But you can imagine that a craftsman or an entrepreneur cannot sort out between France Travail, the CCIs, employers' organizations, professional branches and all the other players. We must be able to direct them to the right place and at the right time. We are going to meet them to better understand their issues and their requests.

A word about the Youth Engagement Contract.

It’s a system that has already benefited more than 500,000 young people. The idea is simple, a France Travail advisor will meet, even coach, the young person once or twice a month, or even more. We are building an intensive course with him, this is the logic of the 15-20 hours that we are going to implement for RSA beneficiaries. Not a day will pass without actions being planned to help the applicant find a job. The actions can be different from one person to another, get a license, follow specific training, participate in immersions in companies…hellip; We did, for example, more than 200,000 dives last year, we must go further with the help of companies.

Should we bring the notion of rights and duties up to date ?

More than ever! The desire of France Travail is to reaffirm the social contract between France Travail and citizens. The first right is the right to support, we must be there for each person looking for a job. Unemployment insurance is a financial safety net while you find a job. This philosophy is the same for the RSA. When we know that seven years after entering the RSA, only 11% of beneficiaries have found a job, this is the expression of a collective bankruptcy and a drift that ;rsquo;we had to stop. The system was reconsidered, it was necessary. The commitment is on each side. Ours is to help the job seeker in his journey, his is to show diligence and involvement. And the strengthening of controls will be there to ensure this.
