He will carry out his missions under the authority of Cédric Indjirdjian, deputy director of the DDTM, who remains the delegate for the and the coast for Hérault and Gard.

This appointment results from a desire "to reorganize and strengthen the decentralized State services in their missions “sea and littoral”, in accordance with the wishes of the Secretary of State for the Sea", indicates the prefecture of Hérault which also underlines &amp ;quot;the proximity work carried out by the DDTM and the DML with local stakeholders and professionals, particularly in fishing and shellfish farming".

In the past, David Ranfaing notably held positions within the natural risks and coastal division at the regional directorate for the environment, planning and housing ( DREAL) Languedoc-Roussillon, in the department of hydraulic works and hydroelectric concessions at DREAL Occitanie, and recently in the direction of mobility, infrastructure and development in the Region. Without forgetting his various roles at the General Directorate of Civil Aviation (DGAC), the Interdepartmental Roads Directorate (DIR) Méditerranée and the South-West Territorial Directorate of Voies Navigables de France (VNF).

Following his appointment, David Ranfaing defined his action priorities: "ensuring safety for people and goods at sea and on the coastline, guarantee the development of economic and industrial activities, particularly in connection with the port of Sète Sud de France, fishing and shellfish farming professionals, as well as local authorities, and finally protect the marine and coastal environment , in an ever more significant context of global warming and upheavals for biodiversity."
