The Minister Delegate in charge of the Elderly and People with Disabilities, Fadila Khattabi, detailed this Monday, March 25, the strategy of the plan to combat mistreatment of vulnerable and disabled people.

Two years after the Orpéa retirement home scandal, and the day after the shocking Zone Interdite documentary on the failures of the State in the disability sector, presented this Sunday March 24 on M6, the government presented this Monday March 25 its plan to combat the mistreatment of vulnerable people.

"The report is shocking, I understand the pain and anger of the families", said Fadila Khattabi, Minister Delegate in charge of Elderly and Disabled People, before detailing on Franceinfo the strategy of the plan which extends over three years.

Unannounced visits to establishments

This strategy, which follows the work of the "General States of Mistreatment", which brought together in 2023 associations, professionals, administrations and families concerned, aims to protect people & nbsp;elderly people living at home and in nursing homes, as well as dependent disabled people cared for in specialized establishments.

The government wants in particular control of the 9 200 establishments which welcome disabled people. "These will mainly be unannounced visits to establishments, to check hygiene conditions, safety, and whether the recommendations of the High Health Authority are being applied", said the minister.

Certificate of good repute

The government also intends to encourage vulnerable people to speak out. All social and medico-social establishments will therefore have to offer by the end of 2025 tools for "alternative and improved communication" (recourse pictograms, Falc notebooks (easy to read and understand), specialized software) for residents with expression difficulties.

The criminal records of personal service professionals will now be checked and subject to a ban on practicing in the event of a final conviction for a crime or misdemeanor. A "certificate of good repute" can be given to any person who requests it. They will thus be able to guarantee their employer that they are not implicated in a sexual or violent matter.

Finally, a unit "responsible for collecting, monitoring and processing reports of mistreatment"  and managed by regional health agencies will be implemented in each department, as provided for in the proposed law "aging well".
