Quarante-sept points étaient à l'ordre du jour du conseil d'agglomération du Gard rhodanien lundi 4 mars dont la redevance incitative qui a particulièrement fait parler.

As a preamble to the Gard Rhone agglomeration council on Monday, March 4, community advisors applauded the inclusion of the interruption voluntary pregnancy in the Constitution. "It's a real good moment in our French policy" underlined the president of the  #39;Agglo Jean-Christian Rey before addressing the 46 points on the agenda. Four new community advisors have been installed: Bernard Nass, Christine Ladet, Emily Mir and Munir Musa. They replace respectively Alain Pommier, Dominique Astori, Christine Clerc and Laurent Ouillon.

Tax rates unchanged

The tax rate for the year 2024 will not increase. The property tax on built properties remains at 3.10%, that on unbuilt properties at 3.48%. The corporate property tax is maintained at 28.27%. The housing tax on second homes and vacant homes amounts to 10.51%.

Bousquet drilling operational

No more supplies, which had lasted for several months, by tanker trucks at the Saint-Marcel-de-Careiret water tower. The connection of the commune to the Bousquet de Verfeuil drilling is now complete. "The Bousquet drilling will logically be operational this Tuesday March 5, announced Olivier Jouve, deputy vice-president for water and sanitation. This is an investment of 3M€ which will contribute to serving the two villages of Verfeuil and Saint-Marcel-de-Careiret. The delivery trips cost 400,000 euros; in 2023." 

The incentive fee, a subject of contention

The debate between community elected officials came to life when voting on the 2024 rates for the incentive fee. "You have not adequately supported the establishment of this system, launched Spiripontain Munir Musa.  As we cross Bagnols and Pont-Saint-Esprit, we see yellow bags everywhere. Cities are getting dirty and that's not normal. You are forced to throw people into the arms of the extreme right in our cities."

Gérald Missour, deputy vice-president for waste collection, defends a positive initial assessment. "Since the start of the year everything has been confirmed in terms of numbers. We have a 30% drop in the volume of household waste and a 40% increase in sorting. We must move to the incentive fee across the entire territory, whether we like it or not.& quot; The mayor of Saint-Nazaire underlines "the need to continue the fight against incivility" and reminds "that collection is the responsibility of the Agglo but that cleanliness and sanitation are the responsibility of the municipality".

In Pont-Saint-Esprit, municipal officials collect "more than a ton of waste every day"< /em> according to Mayor Claire Lapeyronie. "There was already incivility before but it is clear that things have increased with the implementation of the incentive fee", she adds. The president of the agglomeration knows that "support in this new system is essential".   "On is having difficulties because not everyone is yet equipped with a baccalaureate or a badge and people have to throw away something take out their garbage. We work hand in hand with the municipalities every day to find solutions."

Presentation of the Provence Occitane activity report

"L'Agglo has made the development of sustainable tourism a priority, indicates Jérémie Castor, president of the Provence Occitane tourist office. We will work on several areas this year. We want to promote responsible tourism, become a recognized ecotourism destination and develop the tourist attractiveness of the region."

Benoît Trichot, deputy vice-president for tourism, presented the 2023 activity report. 980,555 overnight stays were declared, an increase of 4% compared to the previous year. last year. The share of French and foreign tourists is almost equal. "The winegrower aperitifs, the welcome drinks from Goudargues and the Provence Occitane picnics, which travel from village to village, are going strong." Among the major events of the year 2023, there is the Gran Fondo cyclosportive race, whose local economic benefits are estimated at 355,000€". 

"For 2024, we want to rely on the three strong identity themes of our territory: heritage, l& ;#39;wine tourism and outdoor activities", indicates Jérémie Castor. Mountain bike routes will be created in the coming months at Camp de César, Chusclan, Lirac, Sabran and Verfeuil. For this year, the budget amounts to 409,000 euros, half of which is dedicated to personnel costs.
